【摘要】:Inadditiontoitscostmanagementandprojectmanagementfunctions,theECEScanalsobeusedtosupportanumberofotherprogramandprojectfunctions.Thesefunctionsinclude:Bidsolicitation,collection,andevaluation;Communicatingprojectdatabetweeninstallations,complexes,agencies,andindustry;Providingaprojectchecklist;Costandscheduleestimating;Historicalcost/scheduledatacollection;Historicalprojectdatacollection(forexample,technologydeployments,projectconditions);Validatingandcalibratingcostestimatesandsoftwaretools;andEstablishinganddisseminatingbestpracticesandlessonslearned.Severalgovernmentagenciesarealreadyincorporatingthisstructureintoexistingandfuturecostestimatingmodels,databases,andothersimilarsoftwaretoolsandsystems.1.1TheEnvironmentalCostElementStructure(ECES)coveredbyClassificationE2150(andAdjunctE2150)providesaconsistentandcomprehensivestructureacrossallphasesofenvironmentalremediationprojectsandisatooltoimprovethecostmanagementofthoseprojects.ThisguideisintendedtofacilitatetheapplicationoftheECEStoanyenvironmentalremediationproject,withoutregardtoprojectsize.1.2ClassificationE2150establishesthebroad,top-levelframeworkforenvironmentalremediationprojectsbyprovidingahierarchicallistofprojectelementstotwolevelsofdetail.ItsassociatedAdjunctE2150supportsthetop-levelstructurebyprovidingmoredetailedelementsanddefinitionsoftheECEStothreeadditionallevelsofdetail.AlthoughitisassumedthattheuserisfamiliarwithClassificationE2150,muchofthecontentoftheclassificationisrepeatedinthisguidetorelievetheuseroftheburdenofback-and-forthreferencingduringuse.Itisassumed,however,thatallusersofthisguidewillhaveathandbothClassificationE2150andtheAdjunctE2150duringprojectplanning.1.3ThevaluesstatedinSIunitsaretoberegardedasthestandard.Thevaluesgiveninparenthesesareforinformationonly.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
